Hey there!

So you have to use this simple formula:

Formal Charge = Group# - (bonds +non-bonding e-)

For nitrogen:

= 5-(3+2) = 0

For Carbon:

=4-(3+2) = -1

After that, you just have to add them to get the overall formal charge:

0+(-1) = -1

SO overall we still have -1 which is option b. I hope this helps!
