So I know how to find the pOH. I got pOH=4.9693. I just don't know how to find the percentage protonation of the solute.

Hey there! So you did get the pOH right as I have checked. Good Job! So the percent protonate will be:

% protonated = [B]/[[HB+ +B] x 100

but since [OH-] = [HB+]

% protonated = [B]/[[OH- +B] x 100

= [0.064 ]/[(1.073^-5) +0.064] x 100 = 99.98 %
