So for protic solvents, does nucleophilicity and Basicity DECREASE as electronegativity increases and size increases?

Correct me if I'm wrong but I believe that for protic solvents: nucleophilicity and basicity INCREASE as electronegativity INCREASES and SIZE INCREASES. Which is why Cl- is more nucleophilic in a polar solution because although F- is more electronegative, Cl- is bigger.Am I right?
